A contract synopsis on the Federal Business Opportunity website refers to this contact as 'Notice of Intent to Sole Source for Afghan Carpet Industry Overhaul' in an effort to stabilize export in what is largely a rug-weaving country. Measures taken to encourage an efficient mechanism for rugs to be exported directly from Afghanistan will hopefully encourage revitalization in a country at war.
